APPLICATIONS - PARTICIPATION Applications: National cycling federations shall send riders applications to: UEC Entry Services: Fax , mail@uecservices.com with a copy to: UEC, Fax , mail@uec.ch Number of riders: Individual time trial categories MU, WU, MJ, WJ - 3 riders maximum / N.F. Individual road race categories MU, MJ 7 riders maximum / N.F. categories WU. WJ 8 riders maximum / N.F. In the application a national cycling federation may add to the above number of riders: - 2 substitutes maximum for individual time trial - 4 substitutes maximum for individual road race The 2012 European champions riding in the discipline and category, in which they won their title, may be entered in addition to the quota. Conditions for participation: All participants in the race shall hold a valid passport or another identity card. Visa obligations must be met! Riders and their entourage shall submit confirmation of health insurance. Upon rider confirmation and presentation of rider numbers on July 17, 2013 a valid 2013 license shall be presented to the referees along with an identity card with a date of birth and citizenship (passport or another ID). 4

5 4. CHIPS AND RADIO STATIONS Radio stations: Radio stations will be dispensed in the office of the race on July 117, 2013 between 18:00 and 19:00 hours. Each recipient shall be responsible for charging the batteries and returning the radio stations to the office of the race before 18:30 on July 21, A fine of 100 shall be charged should the radio station not be returned. Chips/Transponders: Chips for the time trials held on July 18 and 19, 2013 will be dispensed in the office of the race from 12:00 to 16:00 hours on July 17, Chips for the mass start races held on July 20 and 21, 2013 will be dispensed in the office of the race between 18:30 and 19:00 hours a day before the start of the particular race. Chips shall be returned to the service group in the finish area immediately after the end of the race, within 15 minutes after the finish at the latest.. A fine of 100 shall be charged should the transponder not be returned within the set time limit. 5. HOTELS Official hotels of the European Championships: Hotel Flora, Krapkova 34, Olomouc. 10 8. REGLEMENT 1. Regulations: All the races of the European Road Championships will be governed by the UCI rules and the UEC, decisions and instructions. Roads will be closed to traffic during the races. Each rider will take part in the race at his/her own risk, the organizer will not be responsible for damage incurred or caused by participants. The organizer reserves the right to make the necessary changes to the technical guide in case of unforeseen circumstances. Riders and their entourage are obliged to respect the instructions by the organizer, the Police of the Czech Republic and Municipal Police. 2. Categories of riders: The 2013 European Road Championships is open to the following categories: Junior women Junior men Women U Men U Riders of MU category, who are members of the UCI. ProTeam may not participate in any of the races of the European Championships (UCI, Art and ) 3. UCI classification of individuals: Races of the MU category have been included in the UCI Europe Tour continental calendar. In accordance with article riders will earn points toward their individual UCI rankings as follows: Individual time trial: (1 st 6 th place) Individual road race: (1 st -12 th place) Races of the WU category have been included in the UCI Women calendar and in accordance with article riders will earn points toward their individual UCI rankings as follows: Individual time trial: (1 st 6 th place) Individual road race: (1 st -12 th place) 4. Permanence / meeting: Permanence for rider confirmation, license checks and presentation of rider numbers for all the European Championships races will open at the Municipal Authority of the City of Olomouc (Hynaisova 10,Olomouc ) on Wednesday, July 17, 2013 from 12:00 to 16:00. Meeting of the organizer and team managers and referees will take place at the Municipal Authority of the City of Olomouc (Hynaisova 10,Olomouc ) on Wednesday, July 17, 2013 from 17:00 to 17: Radio-tour: RADIO-TOUR s information will be broadcast on the frequency UHF 448,490 MHz 6. Mechanical assistance: Individual time trial: Each rider has the right to mechanical assistance from his/her accompanying vehicle; UCI rules (articles ) must be adhered to. Individual road race junior men and junior women: Riders may only receive assistance from the neutral mechanic s cars in the race convoy and from the mechanics depot on the circuit. 10

11 Individual road race men U23 and women U23: Teams cars are allowed to follow the race; the order of cars will be established by the UEC together with the commissaires panel. 7. Neutral mechanic s cars: The organizer shall provide 5 neutral mechanic s Shimano official cars. 8. Start order for the individual time trial: The start order for riders in each category shall be determined by rotation of the national teams in reverse order according to the following criteria (the national team of the European champion starts as the last): 1. the national team of the 2012 European champion in time trial 2. national teams according to the classification of their best individuals at the 2012 European championships 3. national teams without classification the order to be determined by referees During rider confirmation team managers shall notify referees of the order of each rider in their national team at the start The start interval shall be 1 minute for each rider 9. Bikes and material for the individual time trial: Special bikes for time trials must be in line with the provisions of the UCI rules, art Each rider is obliged to show up for a bike check no later than 15 minutes before the start. The check may be repeated shortly before the start. 10. Refreshments: Individual time trial Providing riders with refreshments during the race is prohibited. Individual road race Refreshments during the race can be offered from neutral mechanic vehicles in the race convoy and from the mechanic depot opened at the circuit. A referee shall decide at what stage refreshments will be allowed. 11. Time limit: Individual time trial No time limit has been set. Individual road race Only those riders finishing the race in time not exceeding the winner by eight per cent shall be classified. Riders overtaken during the race by one lap shall be excluded from the final placings. 12. Prizes: Women: 7,034 Men: 11,009 Total: 18,045 The winner of each race will receive the jersey of the European Champion and the first three riders in the overall standings will be awarded golden, silver and bronze medals. 11

12 13. Anti-doping control Anti-doping control will be carried out in accordance with the UCI Rules for Anti-doping Control. Antidoping control will be carried out in the vicinity of the finish of the individual races: Ostrava camping car, Brno Autodrome Brno, Olomouc Penzion Archa boarding house, Svatý Kopeček 14. Protocol The riders placing in the first three places of the race must be present for the awards ceremony, which will take place in the finish area of each race: - within 10 minutes from the end of the individual time trial - within 10 minutes from riding through the end of the individual road - riders shall come to the winning podium in the national jersey of their national federation. Other outfits, helmets, sun glasses and gloves shall not be permitted. Riders will receive flower bouquets and medals, the winner of the race will receive the jersey of the European champion. 15. Penalties In case of an offence the UCI scale of penalties will apply. 16. Sports outfits All riders shall ride in the jersey of their national federation. Advertisements on the jerseys shall be governed by the UCI rules, art Communication in the course of the race The use of radio transmitters or any other means of communication by riders as well as possession of any other equipment suitable for this purpose shall be banned during the individual road race. The use of radio transmitters and megaphones shall be permitted during the individual time trial. 18. Start numbers Each rider shall receive 2 pieces of start numbers to be placed on a jersey during the individual road race, 1 number to be placed on the frame and a chip for the front fork. The chip shall be returned to the organizer immediately after the end of the race. If a rider fails to return it a fine of 100 will be charged. 19. Course marking Orange arrows in a white field placed on the signs before the intersection. Dangerous areas will be indicated with an exclamation mark. The finish shall be marked with a gate and a ribbon. Boards along the road shall be placed every five kilometers during the individual time trial announcing the kilometers remaining to the end of the race as well as the last 4, 3, 2, 1 kilometers and 500, 300, 200, 150, 100 and 50 meters. Boards on the individual road race circuits shall mark 3, 2, 1 kilometers, 500, 300, 200, 150, 100 a 50 m to the end of the race and at laps to go will be marked at the end of each lap. 20. Signature sheets All riders in the individual road races shall be obliged to sign the signature sheets which will be available in the start area 45 minutes before the start of the race. Signing of the sheets will end 10 minutes before the start of the race. Riders, who will fail to sign the sheets, will be disqualified. 12
