3 1 WELCOME Dear Rally fans, On behalf of steering committee, please let me invite you to join the anniversary XXXV annual volume of Rally Bohemia, one of the most traditional and considerable car races in Czech Republic. Also this year Rally Bohemia takes part in FIA European riders` cup, region Central, with the highest coefficient 10. Rally Bohemia has its traditional centre in Mlada Boleslav also called town of cars. It is a hometown of the company that is the main and long-time partner of the Rally Škoda Auto. Without his helping hand and support, we would not be able to organize this prestigious race. Last year we obtained really excellent rating and we will do our best to make this year s anniversary race even better. Therefore we want to present some innovations to make the race even more attractive. The most important one is that we have changed the schedule of race to Friday-Saturday. Another important change is that the rally will take place in the holiday term again, 3rd-5th July. On Thursday early evening there will be an administrative and technical acceptance including the presentation of the drivers. On Friday early morning the shakedown is planned it will take place nearby the central service area that is situated at Hoskovice Airport. After twelve o clock race (called Mladoboleslavská stage) begins by ceremonial start, after service begins the special stages that also includes Super SS in Global Assistance Racing Arena Autodrom Ceska Lipa and town SS in Mlada Boleslav. Saturday SS will traditionally take place on difficult SS in the surroundings of Jablonec n. N., Železný Brod and Semily named Liberecká stage. Prize-giving is planned on Saturday evening and will take place in front of Skoda Auto Museum Hall in Mlada Boleslav. The total length of all SSis 225 km. We do our best to prepare compact rally corresponding with rules of European cup. We offer an attractive rally with cunning and difficult special stages in charming surroundings of central and northern Bohemia. I am looking forward to meet you at 35 th Rally Bohemia. This year celebrates her 35 th anniversary and is still in the best shape and condition. To prove it, let s mention the fact that rally was a part of European Championship previously and now is a part of FIA Rally European Cup region Central, and also the fact that rally was always marked with the highest coefficient 10 by FIA supervisors. All along the rich history of Rally Bohemia, its name is connected with the place of birth Mlada Boleslav, and even though the place was changed sometimes, rally always came back to its town, to town where people who created it and who love it live, to town where truly belong. And no wonder due to the fact that Mlada Boleslav is a residential town of car factory Skoda Auto a.s., car factory that gave rally the name at the beginning and in following seasons was the most important partner of Rally Skoda and Rally Bohemia. So as it is also this year. As every attractive lady also Rally Bohemia has a large number of admirers who compete for her favour in the form of success or victory. In total, it was over four thousand teams from Europe and also from other continents. But only a few chosen ones experienced the delight and taste of victory on the finish-line ramp. Their names are recorded in the book of champions, where there are listed only few names of riders, who managed to win the race more than once. Those become legends for 4

5 spectators of Rally Bohemia and stories about them are being told by fathers to sons and by grandfathers to grandsons. High society lady also has to care about her credit. In this aspect she can rely on helping hand of thousands of officials and promoters who do their best to care about their lady. They choose and make safe each meter of the race, and maybe also this is the reason why is this rally, despite of its difficulty, one of the most popular races in Czech Republic. Competitors, not only from neighbouring countries but also from British Isles and northern countries, use to participate every year. 2.2 Year 2007 Struggle between Pech and Kresta to the last metres The last year of Rally Bohemia was garnished with Czech premiere of the new Super 2000 category car. Young Norwegian driver Eyvind Brynildsen navigated by Denis Giraudet, one of the most experienced and successful co-drivers from world championship introduced Fiat Punto Abarth. And it was this pair of riders who won the traditional opening prologue in Global Assistance Racing Arena Autodrom in Ceska Lipa. But in next course of competition, Brynildsen rebound on his zero experiences with specific Czech jumpin wet asphalt roads. From the first opening metres the struggle between Roman Kresta (with Peter Gross) and Vaclav Pech begun. Both of them had already won Rally Bohemia at least for one time. Kresta won the really in years , Pech in After Saturday stage, which took place in the streets of Mlada Boleslav for the first time in history, Kresta was in lead of 3,7 second. After an amazing struggle, Kresta stood on first place also at the end of Sunday stage that included two royal speed trials in Navarov with total length of 40 kilometres. Kresta with his fifth victory assigned a new record of Rally Bohemia. For Kresta s co-driver Petr Gross, driver with experience from fifty starts in world championship, it was a first triumph on domestic stage and therefore his satisfaction was justified. For Pech and his co-driver Uhl, the second place was a good start to the season and at the end, they could celebrate fifth title of Czech Republic champions. The third place, and first crew between cars with individual axle-drive, occupied Martin Prokop with Jan Tomanek, four-time Rally Bohemia winner and ex co-driver of Roman Kresta. Both of them have concentrated whole season on junior world championship whole, but they managed to find a place in their schedules to start on their favourite stage - Rally Bohemia. Let s also mention other heroes of last year rally, Jan Votava and Zuzana Chvojkova. Only defect during the last special stage robed them of the fourth place. 5

6 There was a stirring fight for the second and third place, after leading Martin Prokop, in group A. Second place, with a difference of only one tenth of a second, defended Jaromir Tarabus with Daniel Tunkat against the crew Josef Petak and Alena Benesova. WRC SHOW Within the purview of accompanying program the spectators could see also the drivers of WRC category. In Autodrom Ceska Lipa area the spectators could see Jan Kopecky with his Skoda Fabia WRC, with that Kopecky collected also the points in world championship. Highlight of the day was handing of the modern special car s steering wheel to John Haugland, the legend of Skoda car factory, who immediately proved that he could be successful also with WRC car. Those two experienced drivers were accompanied by Veroslav Cvrcek jr., successor of the family tradition, who introduced new Skoda Octavia WRC to the spectators. HISTORIC SHOW and ŠKODA CLASSIC WEEKENDS The parade of the historical automobiles was another attraction prepared for the spectators. In Historic Show they could admire four Italian Lancia cars from Historic Lancia Rally Club and also German cars from Slowly Sideways Club, all chauffeured by crews from national championship of historical automobiles. Veteran cars from years made in Skoda car factory also drove in the tracks of competition cars. Their slow and deliberate ride calmed down the adrenalin in the blood of the spectators and attuned them before the second and crucial rides of the crews fighting for the points in European Cup and International Czech Republic Championship. 6

9 5 ENTRY DETAILS 5.1 Count of the rally Titles for which the 35 th Rally Bohemia counts: FIA European Rally Cup region Central (coef.10) Mediasport International Czech Rally Championship 2008 Inserted race: Historic show In the track of Rally Bohemia 5.2 Entry Conditions Those wishing to take part in Rally Bohemia must send the entry form duly completed to the organizer before the closing date and time for entries. The date of delivery to the secretariat is decisive. In case of sending the entry form by fax or by , the original has to be delivered to the organizer in a week after the closing date at the latest. The details about the co-driver can be added later till the beginning of administrative control at the latest. 11 6 SERVICE PARK During the rally following premises will be available for the manipulation with racing cars. Central service area will be on airport in Hoškovice u Mnichova Hradiště Available from , 14:00 till , 10:00. Place at Gate 11 of Skoda Auto in Mlada Boleslav for the staff of administrative checks, loading the racing cars before the start and after the finish of rally. Available for the whole time according to the time schedule. 7 RECONNAISANCE 7.1 Registration When picking up the itinerary, every crew will announce the brand and plate number of the car to be used for Reece. They will be given a label of a Reconnaissance car and a report sheet that they will hand in at administrative control. 7.2 Rules The crews are obliged to follow all regulations of FIA Rally Sporting Code, regulations of FIA European Cups and Supplementary Regulations of Rally Bohemia 2008 during reconnaissance. The reconnaissance will be held to comply with the article XIV of FIA Rally Championship Sporting Code and only production cars with the specification given by FIA Rally Championship Sporting Code can be used. These cars are subject to insurance by law. Any appearance of either driver or co-driver on the route of special stages within the period of three months before the rally is considered to be a reconnaissance. Each driver or co-driver that occurs for any reason at the territory being used for Rally Bohemia 2008 has to inform the Clerk of the Course about this fact immediately (Mr. Jan Mochan, phone ). Exceptions are those who reside and permanently work there. These limitations refer to anybody who intends to participate in the rally no matter whether they have already submitted the entry form or have received Supplementary Regulations. Three passages through one special stage are allowed at maximum. The checks will be carried out at the start, at the STOP stand and inside the special stage as well. Standard panels FIA with red undercoat of the START and STOP signs will mark these points, time control and passage control. The crews are obliged to stop by these panels, to submit the reconnaissance report and follow the instructions of the check point manager. 11

12 The run of reconnaissance will also be monitored by the Czech Police and other rally officials. Any violence of the Highway Code, especially over speeding will be controlled by the police and penalized. The control will be done by the radars of the police CR, GPS trackers and radars of the organizers, by counting the times at start and STOP stand or inside the route of SS. The loss or undelivered 1 st part of reconnaissance report at formal take-up could be the reason for start prohibition. 7.3 Overtake of GPS trackers The crews will have to be fitted to Monitoring System, when getting the itinerary. This device will monitor the speed and movement of the cars. Its assembly, connection and use during the reconnaissance will be obligatory. The lighter socket with the voltage of 8-30 V has to be prepared for the device connection. 7.4 Programme Reconnaissance programme Wed :00 22:00 1 st day / leg Thur :00 19:00 2 nd day / leg 8 SHAKEDOWN 8.1 Venue Shakedown test will be held on Friday 4 July on the route Zásadka Březina. The test will be 3.8 km long and its surface is of the same character as other special stages of the rally. The Service Park for this event will be located in Hoškovice near Mnichovo Hradiště. 8.2 Time of Event Friday :00 11:00 9 SUPER SS Super SS that will be run in Global Assistance Racing Arena Autodrom Česká Lípa is part of first day newly. Super SS will again be parallel. Two crews will start at the same time and they will swap in the middle of their routes. This is possible thanks to the bridging.support program will be before start on the Autodrom. Complete service is prepared for V.I.P. guests parking facility close to the Autodrom, Rally Programme incl. the Entry List, places on a sheltered stand and a buffet during the whole Super SS. 12

13 10 MEDIA ACREDITATION CRITERIA RALLY BOHEMIA 2008 Preliminary regulation The accreditation of journalists is limited by the supplement n. 11 of National sport regulations FAS ACR. To complete those rules, in union with SELECT MEDIA s.r.o. the owner of transmission rights, those regulations were released. 1) Permanent accreditation Executive committee FAS ACR decide about granting permanent accreditation in cooperation with SELECT MEDIA s.r.o. 2) Ad hoc accreditation a) Press and photographers The accreditation is limited to three representatives of each editorial team. Only two photographers and one writing journalist per the team can be accredited. In order to obtain the accreditation, the periodical has to be of public circulation and merchantable to the public and redaction has to prove it with: - The Accreditation Form completely filled out and signed by the required authorities, i.e. Chief Editor or his/her Deputy (each applicant has his/her own form). - Copy of an official Journalist License issued by Czech Syndicate of Journalists or by redaction. - Send a copy of own articles about motorsport events in The applicant for another ad hoc accreditation has to send the copies of articles related to this theme in The applicants for photographer accreditation are obliged to submit at least 10 issued photos from the motorsport events being made in the period of The applicant for another ad hoc photographer accreditation in 2008 has to send a copy of newspapers or magazine with published at least one photo or with at least two photos published in monthly periodical. - The applicants who did not engage in motorsport yet have to prove other publication activities or guarantee of the redaction. The applicants have to send all appurtenances on the address stated in article 7. Ad hoc accreditation will not be granted without sending those documents. 13

14 Officials of particular events also pledge to contact the authors of the articles and photos and settle the conditions of issuing the articles and photos. b) Radio, television, video and on-line media Accreditation is limited to max. five person of each TV team (four of them receive the vest marked FOTO/TV), three representatives of internet media (just two of each team receive the vest marked PRESS/FOTO) and two representatives of radio stations. This statute does not apply on big television teams, their accreditation will be granted individually. The adjustment with SELECT MEDIA s.r.o., the holder of all transmission rights, is necessary for granting the accreditation. Applicants have to: - Send the accreditation form completely filled out and signed by the required authorities, i.e. Chief Editor or his/her Deputy. - Send the copy of an official Journalist License issued by Czech Syndicate of Journalists or by redaction. - Send essential information about the media: broadcasting frequencies, range, scope of interest, etc. - Send published materials (CD/DVD) connected to motorsport in Applicant for another ad hoc accreditation in 2008 has to send materials connected to the previous year The applicants have to send all appurtenances on the address stated in article 7. Ad hoc accreditation will not be granted without sending those documents. Officials of particular events also pledge to contact the authors of the articles and photos and settle the conditions of issuing the articles and photos. 3) Paid commercial accreditation The applicants that will not be given the accreditation according to paragraph 1 or 2 of this regulation, can require paid commercial accreditation. Officials in cooperation with SELECT MEDIA s.r.o. decide about granting paid commercial accreditation. The applicants have to ask for the paid commercial accreditation in press centre of the event and in the time of the event. This accreditation will be granted after filling out the accreditation form and handing over signed Guaranteed responsibility, rights and duties of accredited journalist. Applicant also has to pay fine of 1000 CZK. 14

15 4) Accreditation process Commissioned representative of SELECT MEDIA s.r.o. in cooperation with press centre of the particular event, decide on the basis of handed over accreditation form, about granting or rejecting the accreditation. SELECT MEDIA s.r.o. makes a list of all accredited/non-accredited journalists that will be send to a press center of each event and also will send an to each applicant with a decision of granting or rejecting his/her accreditation request. Press centers of each event release all needed materials to accredited applicants and according to paragraph 3 of this regulation can also give paid commercial accreditation. All accredited journalists have to hand over signed Guaranteed responsibility, rights and duties of accredited journalist. 5) Postscript for journalists Each journalist is asked to use, at least once, whole official name of the championship in every article connected to this event. In the case of default the accreditation can be canceled. 6) Deadline for accreditation request forms for MMCR rally 2008 XXXV. Any other activity provided there and having no relation to refuelling of a racing car is prohibited. The maximum speed is set to 5 km/h at all refuelling points. The mechanics are recommended to wear a fireproof suit. Only the competitors take the responsibility for refuelling. The engine has to be switched off for the whole period of refuelling. It is recommended for the crew to stay aside the car. In case of sitting inside, the seatbelts have to be unbuckled. The car can be pushed out of the point by the crew or by the officials and/or by two team members. The team members can only enter the refuelling points to provide the assistance at refuelling. The organizer will prepare other points for refuelling. Any other service provided in these points is prohibited. The same rules have to be followed here like in other refuelling points. 15

16 12 HOSPITALITY AND PR ACTIVITIES We offer a wide range of opportunities for you to present yourself at Rally Bohemia. We have prepared various packages for the guests and VIPs. If you are interested in detailed information, contact us at the obchod@autodrom.cz. 13 IMPORTATIONS OF CARS AND SPARE PARTS There are no limitations for the transport of racing cars to the Czech Republic (EU member countries). Racing car and spare parts being transferred to the Czech Republic from non-eu countries have to be recorded in ATA Carnet. Such a car has to be equipped with the license plate and the green card 14 INSURANCE Each driver is obliged to have his personal injury insurance and be able to submit it on the request to organizers at formal take-up. The insurance of foreign crews has to cover a possible medical treatment on the territory of the Czech Republic. The license holders are recommended to sign the insurance contract with Gothaer Allgemeine Versicherung AG, which offers insurance of sport activities. Cars insured by foreign companies: The competitors must have traffic insurance valid for the Czech Republic. Confirmation shall be in the form of an International Motor Insurance Card (Carte Internationale d Assurance Automobile). This card is obtainable in the competitor s home country (Green Card). Autoklub CR closed a general insurance contract with Gothaer Allgemeine Versicherung AG on liability insurance of the organizer for damage caused to a third party at sport activities being organized by legal entities that are registered in ACR. This contract covers the liability insurance of the participants for the damage caused to a third party at the sport events that are registered in the FAS CR calendar. The organizer of a sporting event will collect the premium amount for each participant from him or her and they make a part of starting fee. The shakedown test takes part before the sporting event itself and the organizer effects an nsurance based on the entries for the shakedown. Insurance of this event covers all property/financial and health damage caused by competitors to the third person up to CZK. Only racing cars are subject to insurance of the organizer. Neither service nor auxiliary vehicles can be considered official rally participants. Their operation is on their own risk. 16

The racing cars are going to move along both of them during the two rally days - the cars with weight over 12 tons use electronic collection of toll fees - Use of lower beam lights during the day is obligatory in the Czech Republic. 18
