This is because law is universal, but it is not possible to make universal statements about some things. When the law makes a universal statement and a case arises out of it which is not embraced in that statement, it becomes right, when the law maker falls into error by oversimplifying, to correct the omission. An unjust and unreasonable law and one which is repugnant to the law of nature is not a law, but a perversion of law. A just legal system requires three features: The existence of rules relating to social behaviour and the resolving of disputes; the general applications of those rules; the impartial application of those rules.
