Dear colleagues, The year 2009 is a jubilee year for the member companies of the Association of Paint Manufacturers of the Czech Republic (hereinafter the Association). Fifteen years passed on 27 September 2009 since the Association was founded. This jubilee is an opportunity for us to summarise and discuss the effectiveness of our common activities and benefits gained during the last fifteen years. The Association was established in the era of splitting and gradual privatization of the former state monopol enterprize BARVY a LAKY, Praha. Since then we have been witnesses to important changes in ownership stucture as well as thorough rearrangement of industry organization, changes of entrepreneurial goals in individual companies but above all changes in the whole market environment. Taking into account the development of the Czech society together with the position of the Czech Republic in the European community it turned out that the establishment of the Association by personalities of paint industry 15 years ago was undoubtedly the proper step in the proper direction. It was particularly during the preparation of the Czech Republic to join the European Union that we reinforced our position as a partner to the Administration at drafting and passing new relevant legislation connected with auis communitaire. The Association uickly became a respectable representantive of the Czech paint industry. We belong to the great family of the chemical industries and are firmly interconnected in the Czech as well as European chemical activities through the Association of the Czech Chemical Industry and conseuently through CEFIC (European Chemical Industry Council). The importance of the Association s mission has even increased after joining the European Union as we are perceived as a representative of the Czech paint industry not only inland but also by all professional associations in other European countries and by CEPE (European Council of producers and importers of paints, printing inks and artists colours). The next steps of the development in our industry (as well as in other chemical industries) will be inevitably considerably influenced by fundamental changes in conceptual approach to the chemical policy in Europe and world. It is reasonable to anticipate another surge of legislative restrictions that will compel producers to profound innovation changes in products, technologies, applications. The development of the industry can be also stigmatized by the contemporaneous deep worldwide economical crisis that could contribute to fundamental changes in the structure of manufacturing facilities. I believe a close cooperation and a mutual support among members of the Association of Paints Manufacturers of the Czech Republic will undoubtedly contribute to the prospective development of our industry in the next period. Mission and Objectives of the Association Protect and support common interests of the membership, primarily in the process of preparation and adoption of a new Czech legislation. Ensure cooperation with central authorities and other branch and industrial associations and unions in areas concerned. Ensure and coordinate mutual help and cooperation among the member companies in applying the new legislation to the paint industry. Maintain and improve the information system on paints for the needs of all member companies. Strive for laying down own business policy and cultivating the business environment of the paint industry. Present the paint industry to general and expert public at home and abroad. Find appropriate forms of presentation and publicity to create a positive image of the paint industry, the Association and the Association s member companies to both general and expert public. Bodies of the Association Activities of the Association are governed by the Statute which stipulate the following statutory bodies of the Association: General Meeting Board of Directors Supervisory Board The Association is headed by its elected President Chairman of the Board of Directors who is also a member of the Board of Directors of the Association of the Chemical Industry of the CR. The Association s Board of Directors and the Supervisory Board have nine and three members, respectively, elected by the General Meeting for a three-year term of office. Membership The Association joins together manufacturers, research institutes and organizations closely tied with the manufacture of paints (e.g. feedstocks producers, distributors) The Association joins together local paint manufacturers whose total output in the year 2008 accounted for about 70 % of the total output of paints in the CR (in terms of value). There are 22 regular and 5 associate members in the Association now - 3 -
Several Examples of Recent Association s Activities Participation at the wording of the Amendment to the Official Announcement of Ministry of the Environment No. 509/2005, Coll. of Laws, where are, among others, set down ceilings for content of VOC in some of paint materials. Cooperation with state organs and support of member companies during implementation of REACH Directive. Never ending cultivation of paints market, solving and settlement of non-standard phenomena with central government organs and boards of control. Educational work and systematical promotion of the Responsible Care in Chemistry Programme offered to momber companies by the secretariate. Maintenance of industry statistics and information bases for the paints industry for the actual time period and carrying out the market analysis for member companies. Organization of the 1st International Congress on Coating: CZECHCOAT 2009 Prague on the occassion of 15th Anniversary of the AVNH ČR founding. Discussion with the Minister of the Environment Ladislav Miko on further directions for the cooperation between his Ministry and the Association in preparation of new environmental legislation. - 4 -

Selected Economic Indicators on the Association of Paint Manufacturers of the Czech Republic The structure of the organizations investigated in the statistical survey as the paint industry and classified by the CZ-NACE code 24.3 does not permit to make any direct comparison of economic results achieved by the Association s member companies with official statistical survey outputs for the following reasons: The statistics incorporates companies with 20+ employees only. In addition to the production of paints, varnishes and auxiliary products, the group CZ-NACE 24.3 also includes production of other materials which find their application in different consumption sectors (enamel frits, glazes, etc). The table below shows selected basic economic indicators on the whole membership of the Association. Environmental protection The Association s member companies adopt environmental protection as a part of the support devoted to their further development and prosperity. Improving the environmental performance of production technologies, expanding the product portfolios by environmentally friendlier products and safeguarding pleasant work environment all these involvements reflect the responsibility of the companies towards their employees, customers and public in general. Programme Responsible Care As a collective member of the Association of the Chemical Industry of the CR, the Association of Paint Manufacturers of the CR has declared its continuous support for the programme Responsible Care Responsible Enterprise in Chemistry. The programme focuses on improving environmental indicators and occupational health and safety, on preparing and introducing the Environmental Management System (EMS), on information openness, and on pro-active attitude towards publishing state-of-the-environment reports. The companies involved in the programme assess continually their environmental performance according to methodology developed by CEFIC (the European Chemical Industry Council). In the Association of Paint Manufacturers of CR there are several member companies winners of the Responsible Care logo conferred on them by the Board of Directors of Association of the Chemical Industry of the CR.
