4 Commentary on the yearly report on the operation of the Czech gas system Under Section 17(7)(m) of Act No 458/2 (the Energy Act) as amended, the Energy Regulatory Office (ERO) publishes the Yearly Report on the Operation of the Czech Gas System for. The statistics contained herein are mainly intended for Czech governmental authorities and institutions and those of the European Union, and the expert circles. In this report, the ERO discloses all available operating and technical data representing physical gas flows. Commercial information about the size of BSD, submitted by gas traders and gas producers to the ERO in the winter months of the year, is an exception. The ERO processes al l operating information on the basis of the daily, monthly and yearly values that it receives from gas producers, storage syste m operators, the transmission system operator, distribution system operators, and the market operator, and its own analyses of the overall bal ance in the gas system. Under its competences set out in Section 2a(4)(e) of Act No 458/2, the Energy Act, as ame nded, the market operator prepares its monthly and yearly statistics of the electricity and gas markets, which therefore supplement the ERO s statistics with tradin g data. Operation of the Czech gas system in This yearly report on the operation of the Czech gas system for follows up on the ERO s earlier reports released in preceding years. In addition to yearly operating and technical data, the report also contains chapters on the statistics of certain var iables in the gas industry, which have been adjusted and added in response to experts interest and requirements. The report also provides the values of and pr ovisions for the gas supply security standard (BSD) and an evaluation of the /217 winter sea son compared with historical data. In, natural gas was supplied continuously to customers requirements, specifically at the standard off-take level, which means full off-take in line with the daily gas off-take as agreed in contracts (public notice no. 44/212 on states of emergency in the gas system and on methods of ensuring the security standard of gas supply, as amended). Annual consumption of natural gas in the Czech Republic totalled 8,255.1, i.e. 88,24.2 last year (the average GCV in the Czech Republic amounted to 1.69 kwh/m, i.e MJ/ m). Compared with, actual consumption increased by 8.5%, with the fourth quarter seeing the largest increase during the year. The average annual temperature was 9, and the difference from the long-term normal temperature was +1.1 ; the difference compared with was -.8. Consumption in the heating season accounted for approximately 72% of total annual consumption (page 6, Table 2). The lowest monthly consumption was recorded in and amounted to 297 (,178 ), while the highest consumption was recorded in at 1,187 (12,664 ). saw the largest decrease in consumption compared with the same period of, by 9.6%, while the greatest increase, by.%, was recorded in. Adjusting the consumption to the long-term normal temperature, using the temperature gradients of consumption, yields 8,42.7, i.e. 9,14.4 with a year-on-year growth of 4.%. Table 1 on page 5 shows the overall evaluation of natural gas consumption in the Czech Republic in, including a year-on-year comparison. Despite minor variations in some years, natural gas demand in the Czech Repu blic has been steadily declining for the past ten years. Between 27 and, consumption dropped by about 5% (page 9, Table 5). The difference between the largest consumption in 21 and the lowest consumption in 214 amounted to approximately 1.7 bcm (17 TWh). The largest drop in consumption, by 12 %, was registered in 214 when consumption totalled 7. bcm (77.5 TWh), the lowest ever gas consumption since In terms of natural gas consumption, surpassed 214 and and achieved the level of 21, when the same volume of gas was consumed at a lower temperature. The main reason for this increase is colder weather and increased gas demand in electricity generation. On a long-term basis, average annual temperatures are still above the long-term normal temperature (one exception was 21 with a negative difference of.4 ). The daily temperature gradient, which indicates the change in gas consumption caused by a unit change in temperature, ranged from 62, to 1,26, m/day/ (6,419 to 1,2 /day/) in the heating season, with the maximum value occurring in (page 11, Table 7). Summer seasons see the weakest relationship between gas consumption and temperature; in summer, the daily temperature gradient dropped to as low as 45, m/day/ (482 /day/). Daily gas consumption (page 1, Table 6) in ranged from 7,149, to 49,289, m (78,79 to 525,68 ) with the swing (the ratio between the lowest and highest consumption) amounting to about 7:1. The maximum daily consumption of natural gas of 49,289, m (525,68 ) was recorded on Tuesday 19 when the average daily temperature was Retroactively for that day, the reference hourly reading (KHO) was declared; it represents hourly gas supply and consumption values from gas businesses, on the basis of which the reference hourly reading in the Czech gas system is determi ned. These readings suggested that hourly consumption peaked during the morning and afternoon shifts, while a more significant decline in consumption occurred during the night shift. Around 1 a.m., gas consumption peaked at 2,5, m (25,59 ) while the average temperature was 7.5 for that hour. The overall evaluation of the reference hourly reading in the Czech gas system is shown on page 1 in Table 9 and the overall balance in the gas system on the KHO day on page 14 in Table 1. In terms of gas consumption by customer category, in the high-demand category took the largest share (as usual) of total gas consumption, 46.5%, followed by the household category with 28.7%, the low-demand business category with 14%, and the medium-sized demand category with 9.7%. Other gas, which includes in-house consumption, losses, changes in the line pack in distribution systems, and gas producers in-house consumption, accounted for 1.2% of the country s total gas consumption. Table 1 on page 17 shows the total share of each of the customer categories in total natural gas consumption in the Czech Republic in and over the past ten years. Natural gas inflows from abroad into the Czech gas system totalled,975 (62,845 ) in. More than 95% of natural gas was imported via border transfer stations on the German border and only less than 5% across Slovakia. The quantity of imported gas was supplemented with supply by gas producers, including their in-house consumption, of 16 (1,47 ).

5 Natural gas flows from the underground gas storage facilities within the Czech gas system amounted to 2,78 (29,778 ). On the other hand, natural gas flows into the gas storage facilities amounted to 2,69 (28,29 ). In the gas storage facilities located in the Czech Republic, operating gas stores amounted to 1,855 (2,1 ) at the end of the year. Natural gas flows from the Czech gas system to foreign countries amounted to 25,852 (276,7 ). Overall yearly statistics of the Czech gas system are shown on page 19, Table 15, throughout the year on page 2, Table 16, and over the last ten years on page 21, Table 17. A comparison of consumption in regional distribution systems indicates that all three distribution companies experienced a year-on-year increase in gas consumption. Pražská plynárenská Distribuce, a.s. achieved the greatest increase in percentage terms, with a share of 7.5% of total gas consumption in the Czech Republic. A significant increase was also registered by other companies, which, however, are not part of regional distribution systems. These companies aggregate share was as much as 4.5% of the total quantity of distributed gas in, which was.6% more than the share of E.ON Distribuce, a.s. (page 26, Table 22). As regards demand in each of the s, the largest increase in natural gas consumption was registered in the Ústecký, while the smallest increase was seen in the Pardubice (pages 29 and, Table 25). Although Prague still has the largest number of customers, the largest consumption was achieved in the Ústecký, Southern Moravian, Central Bohemian and Moravian-Silesian s. The Karlovy Vary had the lowest consumption and the smallest number of customers. Prague experienced the warmest weather and also the largest positive differences from long-term normal temperature. The Karlovy Vary was the opposite; it was.1 colder there on average than in Prague (page 2, Table 27). As at 1, there were a total of 2,84,47 customers in the Czech Republic. Households accounted for almost 9% of them. The largest numbers of households are in Prague, the Southern Moravian and the Moravian-Silesian. Over the past ten years the number of all customers declined by 4,956, with the year-on-year rise halting in 21 when the number of customers first decreased year-onyear. The largest number of connected customers over the last ten years, 2,871,547, was seen in 29. Operation of the Czech gas system in the /217 winter season In the winter season, from early to late 217, the Czech Republic consumed 6,21 (66,225 ) of natural gas. Consumption increased by 15.% compared with the preceding winter period. Consumption adjusted to the long-term normal temperature amounted to 6,246 (66,72 ), up by 8.% (page 42, Table 7). After the three preceding winter seasons, which were subaverage in terms of the weather and gas demand, with its average daily temperature of +2 the /217 winter season was, as a whole, 2 colder than the preceding winter seasons (page 44, Table 9). Throughout the /217 winter season, daily gas consumption in the Czech Republic ranged from 1.7 to 54.9 (146,4 to 525,6 ) while average daily air temperature ranged from 15.9 to -11,8. The highest maximum daily consumption in the winter season was recorded on Thursday and amounted to 54.9 (585.9 ) at an average daily temperature of The overall balance in the Czech gas system in the /217 winter season is described on page 45 in Table 4. Gas supply security standard /217 As part of its competences, the ERO monitors and evaluates compliance with the gas supply security standard (BSD) in the Czech Republic. The obligation to provide for BSD arises directly from Regulation (EU) No 994/21 of the European Parliament and of the Council of 2 21 concerning measures to safeguard security of gas supply. This Regulation has been implemented in Czech legislation through Act No 458/2, as amended (the Energy Act). The methods of providing for BSD, the determination thereof and other related particulars are set out in public notice no. 44/212 on emergencies in the gas industry and the method of providing for the gas supply security standard, as amended. According to information from gas traders and gas producers, BSD was arranged for protected customers in the /217 winter season for the following cases: a) The case of extreme temperatures during a 7-day peak period (Rmax day), in the range from 165,52 to 426,42 ; b) The case of a period of at least days of exceptionally high gas demand (Rday), in the range from 4,11,624 to 1,556,715 ; c) The case of a period of at least days in case of the disruption of the single largest gas infrastructure (RN-1), in the range from,224,175 to 8,264,6. In the /217 winter season, at least % of the BSD was provided through gas storage in UGS facilities in the Czech Republic and other EU member states. Of all the licensed entities, a total of 124 gas traders provided for BSD for their own operation or for some other gas traders as at (pages 7 to 9, Tables 2 to 4). In the /217 winter season, gas supply to protected customers accounted, on average, for 58.9% of total supply to all customers in the country. Most of the protected customers use gas mainly for space heating, and the higher percentage of the total supply is therefore most apparent in the coldest months of the year. The highest actual monthly supply to protected customers amounting to 9,74,626 was registered in 217, with 6.7% for protected customers and 6.% for other customers (page 4, Table 5). 4
