Damit zeigt sich, dass sich die Raumordnungsbehörden im Elbeeinzugsgebiet ihrer Pflicht bewusst sind, Beiträge zum Risikomanagement zu leisten. ELLA ist ein eindeutiges Zeichen, dass die regionalen und nationalen Raumordnungsbehörden und die Wasserwirtschaft eng zusammenarbeiten, um das Schlagwort Flächenvorsorge auch mit Taten zu füllen. Zukünftig soll so die Raumnutzung noch besser an die existenten Gefahren angepasst werden. Hiermit wird ein Beitrag geleistet werden, die Planungsstrategien und Politiken Deutschlands, Tschechiens, Polens, Ungarns und Österreichs auf die Erfordernisse der Risikovorbeugung einzustellen. Dazu wollen wir im ELLA-Projekt bis Ende des Jahres 2006 die Vereinbarung einer gemeinsamen Strategie der Raumordnung zum vorsorgenden Hochwasserschutz im Elbeeinzugsgebiet formulieren. Gleichzeitig wird diese in Pilotregionen exemplarisch umgesetzt. Gefahrenkarten, Hochwassermanagementsysteme und innovative Planungsansätze werden lokal, regional und transnational erarbeitet. Das Projekt wird auf einer breiten Basis von fast allen Regionen im Elbeeinzugsgebiet, nationalen Behörden der Staaten und von der EU finanziell unterstützt. Leadpartner ist das Sächsische Staatsministerium des Innern. Projekt ELLA byl započat roku 2002, kdy se po ničivých záplavách na Labi opět ukázala nutnost mezinárodní spolupráce prostorového plánování v otázce preventivní protipovodňové ochrany. Úřady prostorového plánování ve spádové oblasti Labe jsou si vědomy své povinnosti přispět tímto projektem k rizikovému managementu. Projekt ELLA je jasným znamením úzké spolupráce regionálních a národních úřadů prostorového plánování a vodohospodářství a poukazuje na to, že plošná prevence pro ně není jen prázdným slovem. V budoucnu se má využití prostoru ještě lépe přizpůsobit existujícím nebezpečím. Projekt ELLA přispívá k přispůsobení plánovacích strategií a politik České republiky, Německa, Polska, Maďarska a Rakouska v oblasti prevenci rizika záplav. Do konce roku 2006 bude v rámci projektu ELLA formulována a sjednocena společná strategie prostorového plánování preventivní protipovodňové ochrany v povodí Labe. Souběžně bude toto příkladně realizováno v pilotních regionech. Lokálně a regionálně budou vypracovány mapy ohrožení, protipov. řídící systémy a jiná inovativní řešení plánování. Projekt je na širší bázi finančně podporován skoro všemi regiony v povodí Labe, národními úřady jednotlivých států a Evropskou unií. Hlavním partnerem (Leadpartner) je Saské ministerstvo vnitra. This shows that the spatial planning authorities in the Elbe river basin are aware of their duty to contribute to risk management. ELLA is a sure sign that the regional and national planning authorities and the water management work in close cooperation to fulfil the demands of land use management in risk areas. In this manner land use should really be adjusted to existent perils. By this means a contribution should be made to the planning strategies and policies in Germany, Czech Republic, Poland, Hungary and Austria to adjust to risk prevention. To achieve this we want to formulate a joint strategy for spatial planning for preventive flood protection in the Elbe river basin in the framework of the ELLA-project to the end of 2006. At the same time it will be exemplary implemented into pilot regions. Hazard maps, flood management systems and an innovative planning approach will be worked out locally, regionally and transnational. The project is supported on a wide base by nearly all regions in the Elbe river basin and national state authorities and is part financed by the EU. Die grenzüberschreitende Kooperation wichtiger regionaler Raumplanungsinstitutionen im Einzugsgebiet der Elbe soll innerhalb des Interreg III B - CADSES Projektes ELLA diese Herausforderung meistern. Durch Schaffung eines Netzwerkes wird eine fast vollständige räumliche Abdeckung des Einzugsgebietes der Elbe und deren benachbarter Regionen erreicht. Den Zielen der europäischen Raumordnung (EUREK) und der EU Wasserpolitik werden mit diesem Projekt entsprochen. Die nationalen und regionalen Partner aus Raumplanung, Wasserwirtschaft und Landwirtschaft gewährleisten, dass der weitreichende Ansatz in vielen verschiedenen Regionen umgesetzt werden kann. Za vzájemné spolupráce regionálních institucí územního plánování v německé a české části povodí Labe má být tato výzva zvládnuta a to pomocí projektu ELLA programu Interreg III B CADSES. Tím se dosáhne téměř úplného územního pokrytí německé a české části povodí Labe a jeho sousedních regionů. Projektem ELLA jsou podporovány cíle evropského územního plánování (EUREK) a politiky vodního hospodářství. Národní a regionální partneři územního plánování, vodního hospodářství a zemědělství zaručují realizaci projektu v mnoha různých regionech. The preventive flood control is a European challenge. The transboundary cooperation between important regional spatial planning institutions in the Elbe/Labe river basin is intended to master this challenge by implementing the Interreg III B CADSES project ELLA. A network created within the scope of this project will cover nearly the whole area of the Elbe/Labe river basin and its adjoining regions. This project serves also to support the aims of European spatial development perspective (ESDP) and EU Water Policy. Abbildung). Pracovní program obsahuje čtyři odborné pracovní balíčky, včetně nadnárodních struktur spolupráce, a modul řízení a koordinace projektu (srov. obr.). The work program is comprised of four expert work packages including transnational cooperation structures and the project steering and coordination module (see figure). Elbauen bei Madgeburg Labské nivy u Madgeburgu Elbe water meadow near Madgeburg Im Mittelpunkt steht die transnational zu erarbeitende und zu vereinbarende Strategie über Schritte und Inhalte der Raumplanung bezüglich des vorsorgenden Hochwasserschutzes im Einzugsgebiet. Darauf aufbauend erfolgt die (exemplarische) Umsetzung in Landes- und Regionalplänen innerhalb der Pilotprojekte. Als Grundlage dafür werden Gefahrenkarten in ausgewählten Abschnitten der Elbe und einiger Nebenflüsse erarbeitet (Übersichtskarten für den Elbeatlas ). Dies erfolgt in enger Abstimmung mit zahlreichen Arbeiten der Internationale Kommission zum Schutz der Elbe (IKSE) und der Länder und Regionen (vgl. u.a. Aktionsplan der IKSE 2003). Centrální význam má strategie o budoucích krocích a obsahu prostorového plánování v povodí, kterou je třeba vypracovat a schválit na nadnárodní úrovni. Následuje (modelová) realizace na základě plánů dané země a jednotlivých regionů (pilotní projekty). Základním východiskem budou mapy povodňových ohrožení ve vybraných úsecích Labe a několika přítoků, které budou vypracovány v rámci projektu (přehledné mapy pro Atlas Labe ) Uvedené aktivity proběhnou v souladu s aktivitami MKOL a jednotlivých zemí a regionů, které už v dané oblasti probíhají (srov. např. Akční plán MKOL z roku 2003). The central task is the transnational development and agreement of the strategy on steps and contents of spatial planning in the catchment area. On this basis, the (exemplary) implementation in state and regional plans (pilot projects) follows. A part of the project is the production of hazard maps in chosen sections along the Elbe and some of its tributaries (overview maps for the Elbe Atlas ). This takes place in close coordination with numerous relevant projects of the ICPE (International Commission for Protection of the Elbe) as well as those of the states and regions (compare here: e.g. Action Plan of the International Commission for the protection of the Elbe River ICPE). Dazu werden flankierende, in anderen Projekten laufende Arbeiten soweit wie möglich in das Projekt aufgenommen. So sollen diverse Aspekte des vorsorgenden Hochwasserschutzes in die Raumplanung integriert werden (Risikominderung, Rückhalteräume und Rückhalt auf land- und forstwirtschaftlichen Flächen, Schifffahrt, Kiesabbau). Konzepte für Oberlieger-Unterlieger Probleme einschließlich der Erarbeitung von Ansätzen zum Lastenausgleich werden ebenfalls mit untersucht. Pro stanovení cílů a zásad týkajících se prostorového uspořádání budou vypracovány další odborné podklady. Projekt v co nejvyšší míře zahrne podpůrné práce probíhající v rámci jiných projektů. Tak by měly být do prostorového plánování integrovány nejrůznější aspekty preventivní povodňové ochrany (snižování rizik, retenční území a zadržování vody na zemědělských a lesnických plochách, lodní doprava, těžba štěrku). Zásadní roli zde hrají koncepty pro řešení problémů mezi horním a dolním tokem včetně iniciativ k vyrovnání nákladů. Dort wird die regionalplanerische Umsetzung anhand der übergeordneten Strategie (AP 1), der regional zu differenzierenden Anforderungen (AP 2) sowie der fachlichen Grundlagen und Karten (AP 3) exemplarisch erarbeitet. Ziel der Pilotprojekte ist die projektbegleitende Anwendung und Konsensbildung über die Ausgestaltung mit den im regionalen Umfeld relevanten Akteuren. Zur Gesamtabstimmung und Erarbeitung der gemeinsamen Ergebnisse ist eine Folge von übergreifenden und regionalen Arbeitsgruppen konzipiert und umgesezt worden. Partnerství projektu se mezitím dobře rozvinulo. The partnership within the project has been grown significantly. Es besteht ein reger Austausch zwischen den Projektpartnern bei den regulären Treffen der Arbeitsgruppen. Dabei sind bereits ausgezeichnete Arbeitsstrukturen entstanden, deren Netzwerk zuversichtlich im Hinblick auf die weit gesteckten Ziele stimmt. Besonders zu betonen ist die aufgebaute Zusammenarbeit einerseits zwischen Ober- und Unterliegern, und andererseits zischen den Gesamt- und Fachplanungsbehörden Během pravidelných schůzek pracovních skupin probíhá mezi partnery projektu čilá výměna informací. Vznikly výborné pracovní struktury. Jejich síť důvěrně souhlasí s cíly,které byly pro projekt vytyčeny. During the regular working group meetings there is broad exchange of information and share of knowledge. In doing so an excellent network has been generated, which makes confident of reaching the aimed results. The network and close mutual exchange as well between upand downstream riparian communities as well as between overall zoning board and regional planners has to be pointed out. In einem Bericht im Lokalfernsehen der Region Südböhmen wurde über das Projekt ELLA im Allgemeinen und über die Bereisung im Speziellen berichtet Kromě toho navštívil v posledním březnovém týdnu tohoto rokul Pan Kühl ze Saského státního ministerstva vnitra spolu s koordinátory projektu z Infrastruktur & Umwelt všechny české partnery na místě, aby společně diskutovali o pilotních projektech a otázkách managementu. Ve zprávě regionálního vysílání televize z jižních Čech byl Projekt ELLA všeobecně představen, dále bylo spezificky informováno o návštěvě českých partnerů. Furthermore Mr. Kühl from the Saxon State Ministry of the Interior and the project managers from Infrastruktur & Umwelt end of March visited all czech Partners, discussing any kind of relevant management issues and questions concerning the pilots intensively. A TV-spot in the South Bohemian Regional television was broadcasted, talking about the ELLA-project in general and specifically about the visitation of the Czech partners. Interview mit Hr. Nov. 2005 in Prag und am 4. Mai 2005 in Dresden wurden die Grundlagen für die transnationale Strategie entwickelt. Es ist das Ziel, aus den formalen Vorgaben wie den rechtlichen Rahmenbedingungen und Verordnungen, den Internationalen Abkommen etc. gemeinsame Standpunkte darzustellen und diese in eine transnationale Strategie der Raumordnung einzuarbeiten Insbesondere wurden in den Arbeitsgruppentreffen Beiträge der Raumplanung zu folgenden Themen untersucht: Freihaltung von Überflutungsund Retentionsräumen Beeinflussung der Gefahrenpotenziale in Gefahrengebieten Rückhalt von Niederschlagswasser in der Fläche (Einzugsgebiet) Ve vzájemné spolupráci a po vzájemní diskuzi v pracovní skupině 1 Mezinárodní strategie byly 11./12. list. V Praze a 4. května 2005 v Drážďanech dále rozvinuty základní stavební kameny mezinárodní strategie. Cílem je vypracovat z formálních předloh jako jsou právní podmínky, nařízení, mezinárodní dohody atd. společná stanoviska a ty začlenit do nadnárodní strategie prostorového plánování. Na schůzích pracovních skupin byly zvláště přezkoumány příspěvky prostorového plánování k následujícím bodům: Volné ponechání zátopových a retenčních oblastí Ovlivnění potenciálů nebezpečí v ohrožených oblastech Zadržování srážkové vody v ploše (spádová oblast) In the joint development and discussion of the working group 1 transnational strategy at the 11th/12th of November 2004 in Prague and at the 4th of May 2005 in Dresden the basic module of the transnational strategy was developed. The objective is to constitute common standpoints in agreement with the formal requirements as the legal basic conditions, the international conventions etc. and to include these in the transnational strategy of spatial planning. Die 9 Pilotprojekte in ELLA bilden den regionalen Umsetzungsteil für die transnationale Strategie. In ihrer exemplarischen Umsetzung wirken sie wiederum zurück auf die transnationale Ebene und geben Beispiele für andere Regionen. Die einzelnen Maßnahmen sind unterschiedlich weit fortgeschritten. So konnte im Pilotprojekt 1 Stendal bereits das Hochwassermanagementsystem präsentiert werden. The 9 pilot projects in ELLA establish the regional implementation of the transnational strategy. AG2 Treffen in Dresden PS2 schůzka v Drážďanech WG2 meeting in Dresden Die meisten tschechischen Pilotprojekte verfolgen das Ziel, die kommunale Planung in einem Regionalplanerischen Kontext zu verbessern. Dazu werden kommunale Pläne in GIS Systemen erfasst, mit Gefahreninformationen überlagert und anschließend hinsichtlich der Gefahrenlage und Konsequenzen für die örtliche Planung mit den Kommunen diskutiert. Die tschechischen Pilotprojekte sollen noch 2005 abgeschlossen werden. U většiny českých pilotních projektů je cílem zlepšit komunální plánování v regionálním kontextu. K tomu budou komunální plány zaznamenány v GIS systémech, překryty s informacemi o povodňovém ohrožení a následně, s ohledem na situaci ohrožení a jejími následky pro místní plánování, projednány s obcemi. České pilotní projekty by měly být uzavřeny jěště do konce roku 2005. The aim of the most czech pilot projects is to strengthen and improve local planning in a regional plannning context. Therefore local development plans are integrated into a GIS tool, overlaid by hazardinformation and finally risk potential and consequences are discussed with the local planning authorities. It is planned to complete the czech pilot projects until the end of 2005. Es soll dabei ein praxisorientiertes Handlungsinstrumentariums für den vorbeugenden und operativen Hochwasserschutz in Form eines GIS-basierten Entscheidungshilfe- System entstehen. Das System bündelt raumbezogene (GIS) mit nicht raumbezogenen Daten aus einem Content Management System zur Erzeugung von Szenarien. Řídící systém spojuje data z Content Management System a vytváří tak nové informace (scenária). Tato data jsou jak data vztahující se na určitou oblast (GIS), tak data na oblasti nezávislá. The District Stendal and the Ministry of Building and Transport of Saxony-Anhalt set up a flood-management-system. It is planed to implement a practical and functional GISbased decision tool for preventive flood management The system combines geographically- referenced spatial data (GIS) with the attributes from a Content Management System to create different scenarios. Das System soll flächendeckend Szenarien im Landkreis erstellen und durch Anwendungen in Gesamt- und Fachplanungen sowie regionaler und kommunaler Hochwasservorsorge fortentwickelt werden. Systém má za úkol vytvořit scenária pokrývající plochu kraje a svým použitím tak přispět ke zlepšení celkového a odborného plánování v oblasti regionální a komunální protipovodňové prevence. The system will built scenarios covering the whole districts area and will be applied and further developed as well in spatial planning as in regional and local flood prevention.
