Group Towards Improved 2015/2089(INI) Single Market Main: IMCO Regulation (BM) State of Play Following the adoption of the INI report in IMCO on 23 September, JURI claimed that many parts encroach on their competences, in particular references to REFIT and some horizontal paragraphs. On 6 October, IMCO Chair and Rapporteur met with JURI Chair however no solution was found. Control of the acquisition and possession of weapons (Firearms) Directive (PT/PC) Contract rules for the supply of digital content and contract rules for online and other distance sales of goods (MD/BL) 2015/0269 (COD) Main: IMCO 2015/0287 (COD) 2015/0288 (COD) Main: IMCO withdrawal of relevant paragraphs. The Rapporteur will discuss the objections with JURI, following which the Chair will reply to the JURI Chair. In addition to the conflict with JURI, this INI report remains blocked at the level of CoP. However, the recent agreement on a new IIA on BLM should facilitate the unblocking of the report if this is supported by Political Groups. With a letter of 25.11.2015 the LIBE committee requests its association to the report under Rule 54, claiming in general responsibility on illicit trafficking in firearms and combatting terrorism. The letter is not making reference to concrete provisions of the Commission's proposal. The Chair discussed the matter with the LIBE Chair on Tuesday 15 December, discussions between the two secretariats continued and IMCO secretariat sent a proposal on 14 January. LIBE replied with a counter-proposal for an agreement to which the IMCO Chair reacted. LIBE answer pending. The two files have been referred to IMCO on 21 January 2016. By means of letters dated 25 January and 2 February 2016, and cross-referring to arguments used in its earlier letters sent ahead of the referral decisions, the JURI Committee is contesting the referral of the files to IMCO. On 2 February, the CCC gave a deadline of 19 February for the conflict to be solved between IMCO and JURI, failing which the CCC will present a recommendation to the CoP for the conflict to be resolved. Directive on the approximations of the laws, regulations and administrative provisions of the Member States as regards the accessibility requirements for products and services (TSN/BH) Portability of online content services in the internal market (DA/BL) 2015/0278 (COD) Main: IMCO COM(2015)627-2015/284 (COD) Lead: IMCO Following the referral of the proposal to IMCO, on January 18, EMPL has requested the joint committee procedure in Rule 55 with IMCO and EMPL. Furthermore TRAN and PETI have asked for association under Rule 54. Coordinators agreed to accept rule 54 for EMPL, 53+ for TRAN and 53 for PETI. Together with the digital content (2015/287(COD)) and online sale of goods (2015/288(COD)) files, this file was referred to IMCO on 21 January. JURI contested this decision by way of letter dated 25 January, which was followed by a further letter dated 2 February. The earlier letter referred to a letter from JURI dated 15 December, in which JURI had sought to influence the referral before it was made. IMCO responded to these letters by way of letter dated 4 February, in which it argued for the maintenance of its role as lead in the file.
