INI reports - ITRE objected to our request for authorisation on "Towards a Connected Digital Single Market Act"; The Chair informed of the invitation she addressed to the ITRE Chair asking him to nominate a rapporteur to clarify with the IMCO rapporteur and the Chair of the IMCO working group on the DSM the division of competences. b. CCC Announcements - Committees were invited to indicate how they intend to increase scrutiny activities during the current legislature; - Committees were reminded of the deadline of 10 April for their proposals for Missions and Hearings in the second half of 2015; - Chairs were informed that the SQM building, housing all committee secretariats, will be closed from 2-12 April pending work on removing asbestos from some installations. Alternative solutions will be sought for staff, in order to minimise the impact of the closure on Committee work; - Political groups submitted 26 recommendations to improve the conduct of trialogues and First reading agreements. Committee chairs were critical of some of them. c. Exchange of views with Mr Frans Timmermans The Vice-president of the Commission underlined the need for a better format concerning the legislative programming and the dialogue with the Commission College. He stressed the importance attached to the "Better law-making agenda" and the consequent relevance of impact assessments on provisions agreed by the co-legislators that depart from the Commission's proposal. He also pledged greater transparency before the adoption of Delegated acts. 3.2 Conflicts with other Committees Title Procedure n Unfair commercial trading practices in the food supply chain (DA) Pol. On 12 March, the CoP authorised IMCO to draw-up a non-legislative report under Rule 52, provided that its quota is respected, and granted AGRI association under Rule 54. Emissions for combustion engines of non-road mobile machinery (NRMM) (SV) Non-agricultural geographical indication (DA) 2014/0268 (COD) Main: ENVI COM(2014)469 Main: JURI The CCC recommended on 3 March that the IMCO Committee's contestation of competence be dismissed and that IMCO contributes with a simple opinion (Rule 53). The CoP confirmed this recommendation on 12 March. On 11 February, the CoP resolved the competence dispute by awarding the file to JURI, with IMCO to contribute with an opinion under Rule 54. The CCC recommendation in the file had contained a split of competence in an annex (third point in the recommendation). The CoP decision removed the reference to the annex. Given the time constrains for the adaptation of this legislative instrument, the Coordinators agreed with the suggestion by the rapporteur to table amendments in EN only. 6 Comitology, Delegated and Implementing Acts and Expert Groups Coordinators took note of the recommendations regarding documents transmitted for scrutiny and if no objections are received by 23 rd of March close of business they will be deemed approved. They also took note of the reports from the expert group meeting. 6a. Legislative Scrutiny Time ODR Following the demonstration of the functioning of the ODR Platform on 3 March at the EP, on a proposal by the Chairman, Coordinators agreed to have a short presentation in Committee during a Scrutiny session on 23 April. The subject also falls in the remit of ITRE as the lead committee for the energy efficiency Directive 2012/27. 9.1.2 Petition 0502/2014 - Mr. Daniel Peña Jordana (Spanish) Acceso al ejercicio de estudiantes de derecho Decision: No further action required 9.2 Motions for resolution 9.2.1 Motion for a European Parliament resolution on the creation of a uniform and transparent system for determining fuel prices in the EU (Mara Bizzotto - B8-0069/2015) (PT) Decision: No action needed, as a large determinant of energy prices consist of taxes over which MS have sole competence. 10 Miscellaneous 10.1 Possible EoV with ENISA on consumer protection against online threats On IMCO's initiative, a "public interest information platform" was introduced in the Universal Service Directive (USD) in 2009. The platform provides a mechanism enabling, but not obliging, MS to require ISPs to distribute public interest information, free of charge, in a standardised and easily comprehensible format, to all their subscribers. The information can e.g. concern protection against risks to personal security which may result from disclosure of personal information, privacy and personal data when using communications services. (USD Art 21(4)(b), Art 20(1) last paragraph, and recital 26 to Directive 2009/136.) The public interest information platform could complement the NIS from a consumer-facing perspective, and effective use of it could also contribute to increased consumer confidence in using the internet and thus be an element of consolidation of the DSM. As far as known, no MS has yet made use of the platform. Decision: invite ENISA for an exchange of views in IMCO in the context of the Universal Service Directive (USD) hearing or in the working group on DSM. 10.2 10 th ECC NET Anniversary EVENT on 2 June 2015. Informal seminar, cocktail, exhibition. DG JUST would like to organise an event in the European Parliament on 2 June, on the occasion of 10th Anniversary the European Consumer Centres Network (ECC- PV\1058489.doc 11/17 PE554.921v01-00
Net). The main aim is to promote ECC-NET activities and contributions since its creation in 2005. The event will be an informal seminar (approx. 45 min) followed by a standing cocktail (1.5h) for about 150 persons. Keynote speakers will be Commissioner Jourová, IMCO Chair Vicky Ford MEP, Ms Paraskevi Michou (Acting Director-General for Justice and Consumers) and some selected persons who played a crucial role in the history of ECCs (to be determined). The Commission would also like to have a one week exhibition about the achievements of the ECCs (If availability confirmed by EP Services). Decision: Coordinators agreed to sponsor this event. 10.3 Organisation of Scrutiny time in Committee Coordinators decided to hold a regular Legislative Scrutiny Session during each Committee meeting to check the transposition/implementation of current EU law, rather than looking into the future. The Scrutiny session will for the time being be organised in a flexible way and where necessary, based on this experience the arrangements will be revisited in order to ensure optimum focus and added value to the works of IMCO. The topics to make the subject of scrutiny shall be carefully selected by the Coordinators. Coordinators also decided that for each topic an MEP will be appointed as suiveur to guide the scrutiny process. This will normally be the rapporteur of the item discussed (if he/she is still in the EP), alternatively the Coordinators will appoint him/her. The first scrutiny items shall be the ODR Platform and Public Procurement. 10.4 Future exchanges on the TTIP Exchanges with the EC: Coordinators agreed to continue inviting the EC's leading officials on topics of particular relevance for IMCO during the regular committee meeting time. Exchanges with other experts and stakeholders: External stakeholders and experts could be invited to meet the group of suiveurs which is composed by the Coordinators (as agreed on 24 September 2014). Decision: The final decision was postponed at the request of the S&D group 10.5 INI on Aligning the current consumer legislative framework to the digital era Following the written consultation and the email of 12 March from Ms Charanzova, the DSM Act report will not be split in two reports.
